HKC EU Certification


The Hong Kong Convention ( Ship Recycling Convention)

  • The IMO Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, Singed by 63 countries in MAY-2009.
  • Responsibilities shared between Ship Builders; Owners/operators; and Ship Recycling Facility in the convention.
  • Applicability to Ships more than 500gt.
  • Management of IHM is mandatory
  • Ships shall only be recycled at ship recycling facilities authorized by the competent authority.
  • The Convention will enter into force 24 months after the date on which the following conditions are met:
  1. Ratification by 15 States
  2. Representation by 40% of world merchant shipping by gross tonnage
  3. A maximum annual ship recycling volume not less than 3 per cent of the combined tonnage of the ratifying States

As of November 2016, Norway, Congo, France, Belgium and Panama have acceded to the Convention.

Inventory of Hazardous Material (IHM):

The Inventory of Hazardous Materials shall be specific to each ship and shall at least:

1 identify as Part I, Hazardous Materials listed in Appendices 1 and 2 to HK Convention and contained in ship’s structure or equipment, their location and approximate quantities; and 2 clarify that the ship complies with regulation 4.

Polychlorinated biphenyls (PCB) “Polychlorinated biphenyls” means aromatic compounds formed in such a manner that the hydrogen atoms on the biphenyl molecule (two benzene rings bonded together by a single carbon-carbon bond) may be replaced by up to ten chlorine atoms
Anti-fouling compounds and systems Anti-fouling compounds and systems regulated under Annex I to the International Convention on the Control of Harmful Anti-fouling Systems on Ships, 2001 (AFS Convention) in force at the time of application


APPENDIX 2 MINIMUM LIST OF ITEMS FOR THE INVENTORY OF HAZARDOUS MATERIALS:

  1. Any Hazardous Materials listed in Appendix 1
  2. Cadmium and Cadmium Compounds
  3. Hexavalent Chromium and Hexavalent Chromium Compounds
  4. Lead and Lead Compounds
  5. Mercury and Mercury Compounds
  6. Polybrominated Biphenyl (PBBs)
  7. Polybrominated Diphenyl Ethers (PBDEs)
  8. Polychlorinated Naphthalenes (more than 3 chlorine atoms)
  9. Radioactive Substances
  10. Certain Shortchain Chlorinated Paraffins (Alkanes, C10-C13, chloro)

    APPENDIX 3 : Stores Items contains:
  1. Potentially Hazardous Items such as Kerosene, Light oil, Lubricant, Antifreeze, Battery electrolyte, Paint, Acetylene, etc.
  2. Regular consumable goods potentially containing Hazardous Materials Such as Computers, refrigerators, printers, scanners, television sets, radio sets, video cameras, video recorders, telephones, consumer batteries, etc.
